Worst Commissioner in NFL history?

Power corrupts and Goodell is the commissioner of the most powerful league in America. No other league treats its employees (players) as badly as the NFL yet Goodell only seems to be interested in taking action that gives the appearance that he's concerned about the player's welfare. The NFL would definitely be better off without Goodell.
