He stares at me constantly but still can't figure him out?

This guy that I work with is attractive, funny & seems to have a good personality. At work we sit in cubicles & his desk is situated to where he can see me. Well ever since he started working there he's been constantly staring & when I catch him staring we lock eyes for a few seconds. So we flirt here & there, & last Friday I asked him what he was doing that night, he said he had a dinner date! I was kinda shocked but didn't react too jealous, but just a lil. After that we still flirted at work, etc. Today I was talking to him about the movie Saw, & he said the girl (that he's supposedly dating) & had went w/another guy & said that the girl told him she was "just friends" w/that guy she went with, so I was like hmmmm, here's my chance. So I told him we should go since she was acting like that, & he said he'd have to see #2 & #3 first but said that would be funny. Soooo my question is, does he like me, think I'm attractive because he stares, & am I being too forward? Should I wait for him to ask me or what? I'm throwing him clues left & right but we haven't hung out yet outside of work, so what's the deal??
